COMPREHENSIVE PLAN

To address the increased development pressures in central Ohio, Neighborhood Strategies developed tactical recommendations for Harrison Township to strategically guide development. Situated just 10 miles south of the new Intel facility in Licking County, the township faced unique challenges. The comprehensive plan outlined strategies to balance growth while preserving the area’s rural character. By identifying specific areas for development and redevelopment, we ensured opportunities for growth while protecting prime agricultural land and supporting the continued success of the farming community without undue development pressure.

>>> Championing environmental stewardship & GUIDING FUTURE LAND USE

The Comprehensive Plan suggests land use policies and three key objectives to balance environmental stewardship with community growth. It supports agriculture and forestry by preserving farmland, fostering economic resilience, exploring a local Agriculture Development Board, utilizing surplus lands for community gardens, and improving zoning visibility. It also promotes small area plans for unique places by evaluating key areas, preserving their character, enhancing community activities, and integrating these elements into planning documents. Lastly, the plan recommends refining Future Land Use and Zoning Maps with detailed descriptions, aligning zoning districts with future goals, and updating maps for compatibility.

>>> PLANNING FOR ROADWAY CAPITAL IMPROVEMENTS

The comprehensive planning process revealed a number of roads and intersections in Harrison Township that inadequately handled traffic or posed safety concerns. Neighborhood Strategies identified these area or concern and suggested the development of a capital improvement plan to coordinate the location, timing, and financing of road improvements over a multi-year period. The Comprehensive Plan drafted transportation policy objectives to provide a safe transportation system, improve connectivity, and maintain and optimize existing infrastructure.

As Harrison Township grows with new businesses, Neighborhood Strategies crafted goals to foster economic growth, attract technology and sustainable industries, expand broadband, and capitalize on rail infrastructure. The plan also emphasizes retaining and expanding existing businesses, addressing infrastructure needs, supporting agriculture, and revitalizing underutilized sites through collaboration with stakeholders and development organizations.
